Major retailers can abuse their smaller vendors because they know they can use them up and throw them away and there will be another willing victim to take their place.  The problem for most department store vendors is that they are afraid to take their chargeback disputes to court because they are sure they will lose the retailer as a customer.  They fear economic retaliation. Realistically, vendors who are still doing business with a major retailer are not interested in suing their customers.  

However, vendors who have recently severed their relationship to a major retailer may be very interested in exploring their legal options.  The rules in court are different; the retailers don't make them.  Unjustified chargebacks are an account receivable to the vendor.  Vendors who have gone out of business may feel an acute need to collect that asset.
